The sentence to the former chairman of the State Tax Service, Altynbek Abduvapaev, and his deputy, Islambek Kydyrgychov, was handed down by the court.
The State National Security Committee (GKNB) of Kyrgyzstan provided information about the decision made by the Lenin District Court of Bishkek regarding Abduvapaev and Kydyrgychov.
Altynbek Abduvapaev (A.A.K.) and Islambek Kydyrgychov (K.I.N.) were detained on December 6, 2024, as part of a criminal case initiated by the GKNB under Article 337, Part 3 of the Criminal Code of the Kyrgyz Republic, concerning abuse of office. This case was initiated before amendments to the Criminal Code were made, which tightened penalties for corrupt actions, affecting the sentencing under the previous version of the law, which provided for a fine upon admission of guilt and a plea agreement with compensation for damages.
During the investigation, both defendants fully admitted their guilt and compensated the state for material damages amounting to 4 billion 307 million soms.
The collected confessions and conducted investigative actions allowed for the uncovering of a corruption scheme in the tax service, involving employees of the Central Apparatus Audit Department of the State Tax Service and other officials.
The set of measures carried out by the GKNB, including the exposure of the corruption scheme, not only contributed to the implementation of the tax and insurance contributions collection plan for 2025 but also increased their revenue by 40 billion soms compared to the planned amount.
The investigation is currently ongoing regarding other defendants in the case, and information about the results will be presented to the public.

On December 25, 2025, the Lenin District Court of Bishkek found Abduvapaev and Kydyrgychov guilty of committing crimes under Article 337, Part 3 of the Criminal Code of the Kyrgyz Republic.
The court imposed a fine of 4000 calculation indicators (400 thousand soms) in favor of the state for Abduvapaev.
Kydyrgychov, as a former deputy, received a fine of 3000 calculation indicators (300 thousand soms) in favor of the state.
Both former officials were deprived of the right to hold certain positions and engage in certain activities.
Another defendant in the case, T.A.A., was also found guilty of crimes related to abuse of office and illegal arms trafficking (Article 41, Part 4; Article 337, Part 3; Article 267, Part 2 of the Criminal Code of the Kyrgyz Republic).
The court imposed a fine of 330 thousand soms on him, along with a deprivation of the right to hold certain positions.
Abduvapaev and Kydyrgychov were also stripped of their special ranks, class ranks, and state awards.
The measure of restraint for both was changed from detention to a signed commitment not to leave until the sentence takes legal effect. The measure of restraint for T.A.A. remained the same.
