According to the GKNB, a criminal case was initiated due to the misuse of budget funds within the framework of a program aimed at improving solid waste management and creating a new landfill for the capital. During the investigation, it was established that in 2015, the Bishkek city hall received a loan of 22 million euros. These funds were intended for the modernization of the material and technical base, as well as for the purchase of special equipment, including bulldozers and containers, and for the design of the landfill for the municipal enterprises "Tazalyk" and "Bishkek Sanitary Landfill".
As a result of the inspection of several public procurement procedures, the preliminary damage from the misuse of these funds is estimated at 182 million soms.
On January 12, 2025, large-scale investigative actions were carried out as part of the case classified under Article 336 of the Criminal Code of the Kyrgyz Republic ("Corruption"). As a result, the former vice-mayor of Bishkek, the former head of the municipal enterprise "Bishkek Sanitary Landfill," and leaders of contracting organizations were detained. All detainees have been placed in the temporary detention facility of the GKNB in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic.
The GKNB also reported that the investigation is ongoing, and all involved officials are currently being identified, as well as the final amount of damage caused to the budget.
It is worth noting that the initials of the detained former vice-mayor match those of Ryspek Sarpashev. Previously, on March 24, 2023, he had already come under the scrutiny of the GKNB when a criminal case was initiated against him for embezzlement and misappropriation of entrusted property, as well as abuse of office.
