According to the investigation, in 2015, the Bishkek city hall received 22 million euros from a lending organization to improve the material and technical base, including the purchase of special equipment—bulldozers, loaders, garbage trucks, and containers—as well as for the design and construction of a landfill for the municipal enterprises "Tazalyk" and "Bishkek Sanitary Landfill".
An audit conducted following the state procurement revealed a preliminary budget damage of about 182 million soms from the use of the allocated loan funds.
On January 12, as part of the investigation into the criminal case under Article 336 (Corruption) of the Criminal Code, investigative actions were carried out, during which the following individuals were detained:
- former vice-mayor of Bishkek "S.R.A.",
- former director of the municipal enterprise "Bishkek Sanitary Landfill" "A.A.Z.",
- heads of contracting organizations "I.V.R." and "A.N.B.".
The detainees have been placed in the temporary detention facility of the GKNB.
The agency noted that investigative actions are ongoing to identify all individuals involved from government bodies and to clarify the total amount of damage caused to the budget.
At the opening of the Eco-Technology Plant for electricity generation from solid household waste, held on December 27, 2025, President Sadyr Japarov stated that the previous authorities spoke about the construction of the plant, having received 22 million euros from Europe, but only built a small structure and "consumed" 16 million euros. "Six million euros remained in the bank, and we are returning them to Europe. The city hall must also pay these 16 million, meaning they are 'paying for the samsa that were not eaten,'" said Japarov.
Bishkek Mayor Aibek Junushaliev reported that 16 million euros were spent, but for 900 thousand euros, only a small building was constructed, which was used as an office for a short time. "Law enforcement agencies are working on this. At the moment, I cannot say who exactly is to blame. The president has instructed to provide a report on these issues," he added.
