On November 10, 2025, the Supreme Court of the Kyrgyz Republic reviewed the cassation appeals filed by the director of the Bazar-Korgon school-gymnasium B. V. Zh. and her lawyer, as a result of which the decisions of the lower courts were left unchanged.
The data for the case was obtained from the State Register of Judicial Acts.
According to the case materials, B. V. Zh., serving as the director of the school in the Bazar-Korgon district of the Jalal-Abad region, approved timekeeping records for employees who were, in fact, not working. In particular, one of the cleaners was outside the country, and another employee had gone to Russia after being dismissed, yet they continued to be listed as part of the staff in the documents.
On November 25, 2024, the Bazar-Korgon District Court found B. V. Zh. guilty under Part 1 of Article 348 of the Criminal Code of the Kyrgyz Republic ("Negligence in Office") and imposed a fine of 90,000 soms.
On July 2, 2025, the appellate court of the Jalal-Abad region rejected the appeal of the gymnasium director. In response, a cassation appeal was filed, which was also not satisfied. B. V. Zh. claimed that the lower courts reviewed the case unilaterally and did not properly consider the witness testimonies, requesting her acquittal.
Lawyer I. E. noted in his cassation appeal that the evidence was collected in violation of procedures and requested that the case be returned for a new trial in a different district court.
B. V. Zh. was born in the Bazar-Korgon district of the Jalal-Abad region, has a higher education, is married, and has no prior convictions. The Supreme Court concluded that the guilt of B. V. Zh. is confirmed by both the case materials and witness testimonies, as well as official data from government bodies.
The court also noted that all legal requirements were met when determining the punishment, and there were no procedural violations that could serve as grounds for overturning the verdict.
As a result, the judicial panel decided to leave the sentences unchanged and the cassation appeals unsatisfied.

According to the verdicts, B. V. Zh. was appointed as the director of the school-gymnasium based on the order of the head of the Bazar-Korgon district education department dated December 7, 2022. She was aware that cleaner A. A., who had been working at the school since 2014, is the spouse of the deputy director for economic affairs. In July 2023, the cleaner went on labor leave and effectively did not perform her duties in August and September, but B. V. Zh. signed the timekeeping records for those months, prepared by the deputy director.
Furthermore, B. V. Zh. jointly with the deputy director signed the timekeeping records for the guard A. Ö., who, despite being dismissed in December 2023 and leaving for Russia, was fictitiously indicated as working from December 2023 to March 31, 2024.
