Court arrests former head of "Kyrgyz Fishery and Hunting Union". Investigation conducted by the Ministry of Internal Affairs.

The Investigative Department of the Ministry of Internal Affairs has initiated a criminal case regarding the embezzlement or misappropriation of entrusted property.

According to information from the State Register of Judicial Acts, the investigator has approached the court with a request to change the preventive measure for the accused Nasyr [name changed Z.N.N.].

According to some sources, the former chairman of the "Kyrgyz Hunting and Fishing Union" Z.N.N. is at the center of the investigative activities.

Data from the Ministry of Justice shows that the "Union of Hunting and Fishing Societies of the Kyrgyz Republic" is currently headed by Sheripov Maksan Mukhanbetovich.

The investigator justified her request by stating that Nasyr, while serving as chairman, used his powers and management skills to create a private company instead of developing the public association. This was done with selfish intentions, leading to losses.

Using his official position, Nasyr misled the members of the society, directing its activities towards personal gain in collaboration with board members. Under the pretext of financial difficulties, he initiated the sale of property that had been accumulated from membership fees since the organization's establishment in 1959.

The case materials mention that Nasyr organized a presidium meeting, where one of the agenda items was the sale of part of the non-residential premises. As a result of the meeting, the assets were transferred to the ownership of his private enterprise.

The founder of this LLC is Nasyr himself, and his son-in-law Y.Y.V. (born in 1987) holds the position of general director. According to the sales agreement, the society sold non-residential premises with an area of 322.3 square meters on Moskovskaya Street in Bishkek for 10 million 500 thousand soms.

The investigation claims that these premises belonged to the society according to the order of the Frunze City Council. Although the contract states that full payment was made, the money was received in installments, and ultimately part of the funds was returned to the LLC under the guise of a loan.

At the meeting, Nasyr assured that the proceeds would go towards the development of the society, which was recorded in the minutes. However, shortly thereafter, he initiated another presidium meeting, where issues regarding the sale of the basement premises and the rental of part of the premises for the same company were discussed.

As a result of this meeting, a contract was signed, under which the LLC acquired a basement area of 61.2 square meters on Moskovskaya Street for 450 thousand soms. This property also belonged to the society according to the order. Thus, Nasyr, acting in collusion with the presidium members, unlawfully alienated the organization's property for the benefit of his business, resulting in significant financial losses.

The criminal case was opened based on a statement by M.M.Sh. for signs of a crime under part 3 of Article 210 ("Embezzlement or misappropriation of entrusted property committed on a large scale") of the Criminal Code. During the investigation, the case was repeatedly suspended and resumed. The investigation was suspended, but the decision was later overturned by the Prosecutor General's Office, and the case was returned to the investigative department of the Ministry of Internal Affairs.

Nasyr was detained and placed in the Temporary Detention Facility of the Bishkek City Police Department. The qualification of the crime was changed, and he was charged under several points of Article 210 of the Criminal Code.

The investigating judge of the Pervomaisky District Court of Bishkek chose a preventive measure for Nasyr in the form of house arrest, and the preliminary investigation period was extended by two months. The accused was repeatedly sent summonses to appear for investigative actions.

However, the investigation claims that Nasyr failed to appear for the summons without valid reasons, which hindered a full investigation of the case.

The investigator noted that while at liberty, Nasyr could evade the investigation and the court, as well as continue his criminal activities related to the illegal disposal of the society's property. His actions fall into the category of serious crimes with a high public danger.

The material damage caused by the crime has not yet been compensated. Considering all the circumstances, the investigator requested to change the preventive measure from house arrest to detention to ensure an objective investigation and prevent possible attempts by the accused to evade the investigation.

The judge of the Pervomaisky District Court granted the investigator's request, and the preventive measure was changed to detention in Institution No. 21 (SIZO-1) of the State Penitentiary Service. The accused was taken into custody.

The judicial panel of the Bishkek City Court upheld the ruling of the investigating judge on November 3, 2025.

The appeal filed by the lawyer was not granted, and the determination is not subject to appeal.
