According to the press service of the State Penitentiary Service (GSIN), a pre-trial investigation was initiated due to the fact of inflated prices for food supplies for inmates. The agency regularly organizes tenders for the procurement of food for institutions of the penal system in accordance with the KR Law "On State Procurement," and all suppliers meeting the requirements can participate in these tenders.
In 2025, the GSIN announced a new tender for the supply of food, including fish. Three companies participated in the competition: LLC "Promaster KZh," LLC "Akuel," and LLC "Ruskapital."
During the tender procedure, at the request of LLC "Ruskapital," an independent interdepartmental commission under the Department of State Procurement excluded LLC "Promaster KZh" from the list of tender participants. As a result, the supplier LLC "Akuel" emerged as the winner.
However, it was later established that the price at which the winner supplied fish was inflated. In this regard, in October 2025, the chairman of the GSIN ordered an inspection. The Internal Audit Department was instructed to conduct a service investigation.
As a result of the inspection, damage amounting to 15 million 900 thousand soms was identified. Consequently, the chairman of the GSIN instructed the Main Department of Internal Investigations to conduct an additional investigation, during which the necessary materials were collected.
In November, the collected documents were sent to the prosecutor's office for a legal assessment of compliance with legislation in the bodies and institutions of the penal system.
As a result of the pre-trial investigation by the prosecutor's office, on December 26, a pre-trial proceeding was initiated, within which investigative actions are currently ongoing, as reported.
