Recently, Toktakunov reported that after the ombudsman's visit to the pre-trial detention center (SIZO) where Sultanbekov is held, he was transferred to a punishment cell. According to the lawyer, this could have been a retaliatory measure in response to his client's complaints about poor detention conditions. He also stated that Temirlan is kept in darkness and deprived of normal food and the ability to receive packages. The lawyer expressed his intention to appeal to the ombudsman's office to respond to this situation.
GSIN denied these statements, calling them false.
According to GSIN, Temirlan Sultanbekov is held in institution No. 21 (SIZO-1) in Bishkek and has repeatedly violated internal regulations, for which disciplinary sanctions have been applied to him. Due to systematic violations, he was lawfully transferred to a punishment cell for ten days on December 27.
Furthermore, GSIN refuted rumors about the accused going on hunger strike, asserting that he receives hot meals three times a day in accordance with established norms.
The agency emphasized that there is no connection between the visit of the ombudsman’s office representatives and the disciplinary measures taken against Sultanbekov. All measures, both rewards and penalties, are applied to all accused and convicted individuals equally and within the framework of the law.
GSIN also reminded that its activities are monitored by higher authorities and prosecutorial oversight, and the actions of its employees can be appealed in the established manner.
It should be noted that on November 22, mass arrests took place. The Ministry of Internal Affairs reported the suppression of a group preparing for mass riots after the elections to the Jogorku Kenesh. As a result, political figures, former deputies, and the son of former president Almazbek Atambayev were detained. In total, law enforcement agencies reported the arrest of ten individuals, who were placed in custody until January 17, 2026:
- Temirlan Sultanbekov;
- former deputy of the Jogorku Kenesh Shailoobek Atazov;
- Ermek Ermatov (reportedly, Temirlan Sultanbekov's driver);
- Damir Musakeev (former head of the Ninth Service of the GKNB and deputy head of the special services, also head of state security for Almazbek Atambayev);
- Kadir Atambayev (son of Almazbek Atambayev);
- Urmаt Askarbekov (businessman Urmat Baryktabasov);
- Kubanychbek Kadyrov (former member of parliament);
- A. u. E., born in 1993;
- K.N., born in 1993;
- Sh.T., born in 1986.
They are charged with Articles 36 "Preparation for a Crime," 41 "Types of Accomplices," 278 "Organization of Mass Riots," and 326 "Violent Seizure of Power" of the Criminal Code of the Kyrgyz Republic.
