The State Penitentiary Service (GSIN) denied the lawyer's information that Temirlan Sultanbekov was placed in a punishment isolation cell illegally and is being held in "harsh conditions." The agency noted that Sultanbekov, while in institution No. 21 (SIZO-1) in Bishkek, repeatedly violated behavioral rules, which became the basis for the application of disciplinary measures.
According to the official statement, on December 27, 2025, the accused was placed in the SHIZO for ten days on legal grounds after his violations became systematic. These measures were introduced in accordance with Article 36 of the KR Law "On the Procedure and Conditions for the Detention of Persons Suspected and Accused of Committing Crimes."
GSIN also refuted the information about Sultanbekov's hunger strike, stating that he receives hot meals three times a day, as prescribed by the norms. The area of his cell is 4.5 square meters, which complies with legislative requirements.
In the SHIZO, the accused is held in a single cell, where he is provided with a sleeping place and bedding. During his stay in the punishment isolation cell, he has no opportunity to correspond, meet with anyone (except for his defender), receive parcels, or use literature and communication means.
GSIN emphasized that the visit of representatives from the ombudsman’s office is not related to the application of disciplinary measures against Temirlan Sultanbekov. All measures of encouragement and punishment are applied equally to all prisoners and strictly within the framework of the law.
The organization also noted that its activities are under the control of higher authorities and prosecutorial oversight, and the actions of employees can be appealed.
Earlier, lawyer Nurbek Toktakunov stated that after the ombudsman’s visit, Sultanbekov was placed in the SHIZO, and this could have been done in retaliation for his complaints. He claimed that the accused is in the isolation cell under conditions that do not meet standards and plans to contact the ombudsman’s office for a response.
Recall that on November 23, law enforcement agencies conducted a series of arrests as part of a case regarding calls for mass riots, initiated by a video featuring Temirlan Sultanbekov. The Ministry of Internal Affairs reported the start of investigative and operational activities following this incident.
During the investigation, several political figures and former officials were detained, including Kadyrbek Atambaev, Shailoobek Atazov, Syimyk Zhapikeev, Kubanychbek Kadyrov, and others. Searches were also conducted at the homes of politicians and journalists, including former First Lady Raisa Atambaev and relatives of Temirlan Sultanbekov.
It later became known that Temirlan Sultanbekov, Kadyrbek Atambaev, Shailoobek Atazov, and seven others were placed in the IVS for the selection of a preventive measure, while others, such as Adakhan Madumarov and Syimyk Zhapikeev, were released after questioning.
