At a press conference on December 30, lawyer Bakhytzhan Yetekbaev reported that a minor citizen of Switzerland became a victim of criminal actions by four men in Bishkek.
The incident took place in April 2025 in the Kok-Jor residential area. Two boys, both 12 years old, were returning home from school and, while playing, knocked on the gate of one of the private houses. As a result, one of the boys, A.B., was forcibly dragged into the house and held there from twelve to two o'clock in the afternoon.
According to the lawyer, the men used force, threatening the boy with being placed in a "monkey cage," and then in prison. Meanwhile, the children's mothers, concerned about the situation, called the police, and two patrols from the Oktobrskiy District Police Department arrived at the scene.
Yetekbaev also emphasized that among those detained was a former employee of the Ministry of Internal Affairs' Service for Countering Extremism and Illegal Migration, which raises additional concerns.
After that, GOM-4 initiated a criminal case under Article 280 ("Hooliganism") of the Criminal Code of the Kyrgyz Republic. The lawyer added that during the investigation, the leadership of the District Police Department attempted to reconcile the parties involved in the conflict.
In the lawyer's opinion, the investigative authorities should have initiated a case under Article 165 ("Kidnapping") of the Criminal Code of the Kyrgyz Republic.
“Nevertheless, all the appeals from the child's parents to hold those responsible for the kidnapping accountable did not yield the desired results. In this regard, we appeal to the Chairman of the State Committee for National Security, Kamchybek Tashiev, to take control of the investigation of this criminal case,” noted Yetekbaev.
