This decision was made for the purpose of constructing an electrical substation. Among the grounds for the transformation are the resolution of the Bishkek city hall dated September 16, 2025, No. 261, as well as the conclusion of the commission on land reclassification in the city dated July 29, 2025.
The transformation affects a plot of 0.4 hectares located in contour No. 105 of the Lenin district and owned by the private company OsOO "Jaz Stroy."
According to information from the Ministry of Justice of the Kyrgyz Republic, the head of OsOO "Jaz Stroy" is Ruslan Asilbekovich Anarbaev, and the founder is Joomart Mamatovich Sulaymanov. The main activity of the company is related to the construction of residential and non-residential facilities.
The city hall is instructed to ensure:
- changes in land registration documentation;
- targeted use of this plot;
- development and approval of urban planning documentation in accordance with construction standards;
- preservation of historical and cultural heritage objects during the works;
- compliance with the law "On Highways";
- measures for the expropriation and return of the plot to its original state in case of misuse;
- restoration of land areas and return of unproductive lands to agricultural use;
- compliance with public health standards;
- compliance with safety distances for the safe operation of power lines in accordance with the rules for the protection of electrical networks with a voltage above 1000 V.
Control over the implementation of this resolution is entrusted to the department for monitoring the execution of decisions of the president and the Cabinet of Ministers of the Administration of the President of the Kyrgyz Republic.
The resolution will come into force 10 days after its official publication, which took place in the newspaper "Erkin-Too" on December 26, 2025, No. 102 (3759).
