At the end of the calendar year, the Kyrgyz-Russian Slavic University named after B. N. Yeltsin summarized the results and recorded key changes. The year 2025 became a time of transition for the university from individual decisions to the creation of a long-term development strategy.

One of the most significant events was the signing of an intergovernmental agreement on the construction of a new campus for KRSU — the first world-class campus of the Russian Federation outside of Russia. This project has strategic importance for bilateral educational cooperation and aims to establish new standards for university infrastructure in the region.

This year also saw the opening of the KRSU School after major renovations, where 564 students are enrolled. The school is integrated into a unified educational trajectory "school - vocational education - university," which is part of a sustainable model for workforce training being developed by the university.

In 2025, a Board of Trustees was established, and for the first time, an endowment fund was opened, which serves as a tool for the long-term financial sustainability of the university. At the same time, the partnership network expanded, educational programs, scientific initiatives, and youth projects developed.

Legal Basis for Campus Construction

The implementation of the new campus project was supported at the government level. The Cabinet of Ministers of the Kyrgyz Republic adopted a resolution to transform a land plot in the Alamudun district of the Chui region for the construction of the KRSU campus. The plot is located in the rural area of Baytik Baatyr and occupies an area of 27.82 hectares.

The land plots were reclassified from agricultural land to land for populated areas. In total, 25.38 hectares are state-owned, while 2.44 hectares are privately owned. This decision was made within the framework of existing legislation as an exception for a strategic state project.

The resolution emphasizes the need to terminate the rights of third parties, bring cadastral documents in order, and comply with urban planning, environmental, sanitary, and seismic standards. Special attention is paid to preserving soil fertility, compensating agricultural producers for losses, protecting cultural heritage sites, and the mandatory participation of an archaeologist during earthworks.

Teamwork and Its Results

Summarizing the year, KRSU Rector Sergey Volkov noted that the most significant achievement was the internal transformation of management. He emphasized that a team model was established at the university, allowing initiatives to originate from students and go through a complete cycle — from design to implementation.

This approach helped transition from fragmented decisions to the creation of thoughtful educational and public spaces. In 2025, the university focused its efforts on key infrastructure elements — engineering networks, heating systems, and power supply, which, according to the leadership, is the foundation for further changes.

Education, Partnership, and Social Responsibility

The year proved to be rich in terms of the educational process. KRSU significantly expanded cooperation with businesses and leading universities, focusing on roadmaps with measurable results. This provided students with access to paid internships and study abroad opportunities.

Additionally, the university began implementing a program to support young teachers, developing mechanisms to assist with down payments on mortgages and plans to open a kindergarten. KRSU also has a social support system for employees and retirees, including compensation and wellness programs.

Plans for 2026

Among the priorities for 2026 are bringing 50% of the infrastructure up to standard, increasing demand for educational programs, and growing scientific revenue. The university also intends to actively attract teachers from both regional and international backgrounds.

The rector noted that for KRSU, it is important not only to renovate buildings and launch new projects but also to build a sustainable development system focused on students, teachers, and the real needs of the economy. Maintaining teamwork and trust within the team was called a necessary condition for the university's further growth.
