At a meeting in the special services office, the cases of "Expert Stroy" and "Arz Development" were discussed.
The State National Security Committee (GKNB) continues its investigation into a complex fraud scheme related to construction and collateral lending organized by a citizen of Kyrgyzstan, S.M. This information was announced at the GKNB press center.
According to law enforcement agencies, today the Deputy Prime Minister and head of the GKNB, Kamchybek Tashiev, held a meeting with the victims of the accused's actions, and the suspect himself was also present.
During the meeting, Kamchybek Tashiev noted that the investigation revealed that S.M., who had a previous conviction, had been engaged in illegal activities in the field of pawnshops and usury for a long time. He provided loans to citizens on extremely unfavorable terms, which subsequently allowed him to illegally seize their movable and immovable property.
According to the investigation, the process of re-registering residential and commercial properties, as well as land plots, was carried out through fictitious transactions involving affiliated persons and notaries under the suspect's control. There are grounds to believe that the criminal activity was organized, accompanied by pressure, threats, and psychological influence on the victims, as well as possible use of connections with state and law enforcement agencies.
Special attention in the investigation is being paid to the activities of LLC "Expert Stroy" (Residential Complex "Silk Road") and LLC "Arz Development." The investigation established that S.M., having provided two land plots for shared construction, created obstacles for project implementation, initiated arrests and contract terminations, and also made illegal demands to obtain significant benefits.
As a result of these illegal actions, 89 shareholders of the residential complex "Silk Road," LLC "Arz Development," and a number of individuals were recognized as victims. The total material damage is assessed as particularly large and includes illegal alienation of real estate, vehicles, and monetary funds.
Kamchybek Tashiev also instructed GKNB employees to conduct a check on the activities of pawnshops, including an analysis of interest rates and loan conditions.
