According to the State Committee for National Security (GKNB), the subject of the case, who has a criminal record, had long been providing loans at clearly usurious rates. He then used the debts to illegally transfer ownership of citizens' property to affiliated persons under the control of notaries. During the investigation, it was revealed that the suspect might have used threats and exerted pressure on the victims, as well as having connections with representatives of state structures.
The investigation is focused on the projects of the residential complex "Silk Road" (founded by LLC "Expert Stroy") and LLC "Arz Development." According to the investigation, after the allocation of plots for shared construction, the suspect hindered the implementation of projects, initiated arrests, terminated contracts, and made illegal demands. A total of 89 shareholders and several individuals have been recognized as victims, with the damage from the actions being classified as particularly large.
Tashiev emphasized that he is personally monitoring the situation regarding the case. He instructed the GKNB units to identify all those involved, assess the actions of officials from a legal standpoint, and ensure full compensation for the damage to citizens.
In addition, he ordered a review of all pawnshops in the country, including an analysis of interest rates and lending conditions.
