The State Committee for National Security is conducting an investigation into a large-scale fraud scheme in the field of construction and mortgage lending.
The press service of the agency reported that on January 19, a meeting was held at the office of the State Committee for National Security of the Kyrgyz Republic, where the circumstances of the case were discussed with participants recognized as victims of the actions of citizen S.M. Under the leadership of the head of the State Committee for National Security, Kamchybek Tashiev, the suspect himself also participated in the discussion.
According to the information provided by the State Committee for National Security at the meeting, it was revealed that S.M., who had previous convictions, had been engaged in illegal activities related to pawnshops and usury for an extended period. He provided loans on terms extremely unfavorable for citizens and then used the resulting debts to seize their property—both movable and immovable.
The investigation established that the re-registration of real estate, including residential houses, land plots, and commercial properties, occurred through fictitious transactions involving accomplices and notaries under control. The criminal activity was organized and accompanied by threats and psychological pressure on the victims. There are also suspicions of possible use of corrupt connections in state and law enforcement agencies.
Particular attention during the investigation is being paid to the activities of the companies LLC "Expert Stroy" (Residential Complex "Silk Road") and LLC "Arz Development." It has been established that S.M. provided two land plots for shared construction, after which he created obstacles for the implementation of the projects, initiated arrests and contract terminations, and also made illegal demands to extract significant benefits.
As a result of his actions, 89 shareholders of the Residential Complex "Silk Road," LLC "Arz Development," and a number of other individuals were harmed. The total damage from the criminal activity is assessed as particularly large and includes the illegal alienation of real estate, vehicles, and monetary funds.
In addition, Kamchybek Tashiev instructed the employees of the State Committee for National Security to check the operations of pawnshops, including their interest rates and lending conditions.
Tashiev noted that the investigation of this criminal case is under his personal control. The responsible units of the State Committee for National Security have been tasked with thoroughly establishing all the details of the case, identifying all those involved, and taking measures for full compensation of the victims' losses.
