The State Committee for National Security of Kyrgyzstan revealed cruel, inhumane, and degrading methods of influence at the rehabilitation center 'Path to Life'

The State Committee for National Security of Kyrgyzstan discovered that the rehabilitation center 'Path to Life' was operating illegally in Bishkek.

The investigation established that the rehabilitation center actually functioned as a private medical-psychiatric institution, posing as an organization engaged in addiction treatment. However, its activities were contrary to the legislation of Kyrgyzstan.

The staff of the center mainly consisted of individuals who had previously struggled with addictions and lacked the necessary medical diplomas and licenses. Under the administration's guidance, they conducted so-called "pseudo-psychiatric" procedures and conversations. In situations of acute crisis for patients, especially during a "breakdown," they were subjected to cruel and degrading methods of influence.

To "subdue" patients, physical force and special devices were used, such as beds with restraining straps, objects resembling batons and clubs, stun guns, and gags. These actions led to physical injuries and serious psychological trauma.

Moreover, as a form of punishment, "disobedient" patients were placed in isolation rooms, completely deprived of access to the outside world (with barred and darkened windows). Victims were unable to use toilets and personal hygiene products, were put in diapers, and kept in such conditions for up to 7–8 days.

The investigation also revealed that the illegal activities of the center generated significant income for its owners: the monthly cost of "rehabilitation" for one patient was about 80,000 soms. Meanwhile, the relatives of the patients had no idea about the actual cruel and unlawful methods of "treatment" used in this institution.

It was also established that there was no separation of patients based on the presence of venereal and infectious diseases (HIV, tuberculosis, fungi, parasites, syphilis, herpes, hepatitis), which placed everyone in common conditions and did not allow avoidance of contact with carriers of these diseases.

During the investigation, evidence was obtained indicating the involvement of medical workers in this scheme of illegal profit extraction.

As a result of the investigative actions, in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic, the following individuals have been detained and placed in the temporary detention facility of the Main Internal Affairs Directorate of Bishkek: "I.R.K.", "M.Dzh.N.", "E.A.V.", "M.I.M.", "M.V.A.", "T.Ch.A.", "K.K.I." and "Kh.S.V.".

Currently, the work of the investigative authorities is ongoing.

The State Committee for National Security of the Kyrgyz Republic urges all victims of the actions of the mentioned individuals to contact the duty service of the State Committee for National Security of the Kyrgyz Republic in Chui region: 0312530301.
