As part of the investigation, it was revealed that S.M., who has a criminal record, had been engaged in illegal activities in the field of pawnshops and usury for a long time, offering citizens loans on exploitative terms with high interest rates. As a result, he used debts to seize movable and immovable property.
The investigative authorities established that the registration of residential premises and land plots was carried out through fictitious transactions involving dummy persons and controlled notaries. There is also evidence that the criminal activity had an organized nature and was accompanied by pressure, threats, and psychological influence on the victims, possibly using connections with state and law enforcement structures.
Particular attention during the investigation is being paid to the activities of the companies OsOO "Expert Stroy" (Residential Complex "Silk Road") and OsOO "Arz Development." The investigation established that S.M. provided two land plots for shared construction but then took actions aimed at blocking the projects, initiated arrests and termination of contracts, and also made illegal demands to gain significant benefits.
As a result of the criminal actions, 89 shareholders of the Residential Complex "Silk Road," the company OsOO "Arz Development," and a number of individuals were harmed. The total damage is assessed as particularly large and includes illegal alienation of real estate, vehicles, and monetary funds.
Kamchybek Tashiev instructed the employees of the GKNB to conduct an inspection of pawnshop activities, including an analysis of interest rates and the conditions under which loans are provided.
