According to Kanbekov, he is engaged in car trading. In the summer of 2023, acquaintances of his—Aziz and Kairat—approached him and asked to provide five cars on credit, promising to return the money within a month.
“I waited much longer than a month, but the money was never returned. In the end, I went to the Lenin District Department of Internal Affairs in Bishkek. Aziz and Kairat came there and started begging for more time, promising to pay off the debt the following week. The police officers said that my statement would be reviewed within a week,” Kanbekov explained, noting that he had left a statement at the department.
However, according to him, no actions were taken after a week, and he visited the Lenin District Department of Internal Affairs again, where he found out that no criminal case had been initiated based on his statement, and he had not been notified of the decision made.
“In January 2024, I wrote a statement again, but this time to the Main Department of Internal Affairs of Bishkek. My statement was accepted, and soon the case was transferred from the Lenin District Department of Internal Affairs, after which a criminal case was finally initiated under the article 'Fraud' of the Criminal Code of the Kyrgyz Republic. After that, the accused called me and again began to promise to return the money, this time within a month. But they disappeared, and the case was suspended by the police, again without notifying me,” Kanbekov clarified.He also noted that he later learned that Kairat works at the State Committee for National Security of Kyrgyzstan. In this regard, he submitted a statement to the GKNB and tried to arrange a meeting with General Kamchybek Tashiev, but unsuccessfully. The GKNB promised him that measures would be taken regarding their employee.
“After contacting the Main Department of Internal Affairs, I filed a complaint with the prosecutor's office of Bishkek. There, the investigator's decision was canceled, and the criminal case was resumed. However, investigative actions were not conducted for a long time, as the accused did not come for questioning, citing being busy. As a result, the case was suspended again. I filed a complaint with the General Prosecutor's Office of the Kyrgyz Republic, and my complaint was forwarded to the city prosecutor's office. Ultimately, the case was suspended again,” Kanbekov reported.Kanbekov also added that for the fourth time he filed a complaint with the General Prosecutor's Office of the Kyrgyz Republic, after which the case was transferred to the prosecutor's office of the Lenin District of Bishkek, and a criminal case was initiated, but the District Department of Internal Affairs closed the case again, once more without notifying him.
“In December 2025, I submitted a statement to the General Prosecutor's Office of the Kyrgyz Republic against the investigators and prosecutors. The statement was accepted and sent for review to the city, and from there to the district. As a result, the case ended up back at the Lenin District Department of Internal Affairs, and no actions were taken on their part,” he said.Kanbekov also reported that during all this time, Aziz and Kairat offered him an apartment in a building under construction as partial repayment of the debt, but this property lacks the necessary documents. In fact, there is only a construction permit for a building no more than five stories tall, while they offered him an apartment on the seventh floor.
“Three years have passed, and those responsible have still not been punished, the damage has not been compensated, and the police and prosecutors continue to be inactive. I ask the relevant authorities to respond and take measures in accordance with the law,” Kanbekov concluded.
