The GKNB claims that Isaev supported Sultanov's illegal activities, acting as his partner and lawyer. He was also involved in blackmail and extortion of property from the leaders of the LLC "Expert Stroy" - residential complex "Silk Road" and LLC "Arz Development." Possessing legal knowledge, he advised and directly participated in creating obstacles to property rights for the specified construction sites, as well as threatened representatives of construction companies and investors to coerce them into transferring property.

The investigative materials were transferred to the General Prosecutor's Office of the Kyrgyz Republic, where a criminal case was initiated against lawyer Isaev under part 4 of article 41, part 3, clause 2 of article 208 of the Criminal Code of the Kyrgyz Republic. The case was returned to GKNB KR for further investigation. During operational activities on January 19, Rustam Isaev was detained and placed in the temporary detention facility of GKNB KR.
The investigation is ongoing.
