The Ombudsman's Subordinates Struggled to Enter the Foreigners' Detention Center. And Here's What They Saw

The Ombudsman of Kyrgyzstan, Jamila Dzhamanbaeva, drew attention to the issues related to the conditions of detention of foreign nationals in the Temporary Detention Center in Chui region. The press service of the chief human rights defender reported this.

The center is located on the territory of the old Gansi military base, not far from the "Manas" airport.

Dzhamanbaeva urged state institutions to adhere to the norms of the Constitutional Law "On the Akikatchy (Ombudsman) of the KR" and not to obstruct the professional activities of the institute's staff.

During their work, the institute's staff faced denial of entry to the center twice. The Ombudsman reminded that by law, the institute's staff have the right to unhindered access to places of forced detention, and refusal to grant access entails liability.

The Ombudsman Institute considers systematic refusals as a signal of alarm, indicating possible concealment of rights violations in the center.

On October 28 of last year, the institute's staff attempted to monitor the rights of detainees; however, they were denied access. As a result, a report was drawn up and sent to the General Prosecutor's Office. Later, the Military Prosecutor's Office prepared a submission to the authorized state body regarding the need to address the identified violations.

Ultimately, the responsible official was subjected to disciplinary punishment.

Only on November 3, 2025, did the institute manage to conduct monitoring in the center.

As a result of the inspection, serious problems with the conditions of detention and compliance with the rights of foreigners were reported in the press release.

At the time of the inspection, there were 160 people in the center. The sanitary conditions were deemed unsatisfactory: the toilets in the building were closed, and only three portable toilets were installed outside.

"The building of the center consists of two blocks, where there is no heating system and air conditioners that only work in four rooms, while in the others they are out of order, making most of the premises cold," the message states. "The showers, located outside, are crudely made as temporary structures (tents)."

Moreover, foreigners are forced to cook food outside, despite the presence of a designated cook.

This indicates the failure of the responsible officials of the center to ensure balanced and safe nutrition.

Additionally, detainees are deprived of access to legal assistance and means of communication, as their mobile phones have been confiscated, and there is a ban on using similar devices. "They cannot contact relatives, lawyers, and interpreters," the Ombudsman noted. She emphasized that this violates Article 61 of the Constitution of the KR and Article 13-1 of the Law "On Guaranteed State Legal Assistance," which provides the right to qualified legal assistance for foreigners and stateless persons.

As a result of the monitoring, an official appeal was sent to the Cabinet of Ministers of the KR with recommendations for addressing the identified violations.

In December 2025, the Akikatchy Institute received an appeal from the lawyers of detained foreigners, which served as the basis for a new visit by the staff to the center.

"However, the institute's staff again faced obstacles when meeting with applicants and monitoring the center," the press release states. "At the checkpoint, additional permission was demanded. As a result, a response report was drawn up, which was also sent to the General Prosecutor's Office."

In this regard, the Ombudsman Institute called on the Ministry of Internal Affairs to take measures against officials who obstruct the lawful activities of the chief human rights defender and ensure the transparency and accountability of the Temporary Detention Center.
