Removed from the position of heads of two national cardiology services of Kyrgyzstan

A meeting chaired by Health Minister Kanybek Dosmambetov was held following an on-site inspection conducted at the Mirrahimov National Center of Cardiology and Therapy (NCC&T) and the Scientific Research Institute of Heart Surgery and Organ Transplantation (SRIHSOT).

According to the press service of the Ministry of Health, serious deficiencies were found in the organization of emergency care for patients with cardiovascular diseases at the NCC&T. Attention was drawn to issues with angiographic equipment, delays in performing coronary angiographies, and insufficient availability of echocardiography in resuscitation conditions. There were also recorded instances of a lack of timely routing and interdisciplinary consultations, which negatively affects the treatment of patients with acute coronary syndrome, despite the availability of technical capabilities for necessary interventions.
The issue of using thrombolysis in the presence of angiographs was also discussed. The Minister expressed doubts about the appropriateness of the NCC&T's request for the purchase of thrombolytic drugs amounting to 28 million soms.
Kanybek Dosmambetov also touched upon the topic of corruption schemes related to the procurement of medicines and medical equipment, and pointed out the personal responsibility of the director of the NCC&T, Talantbek Sooronbaev. The Minister raised questions about Sooronbaev's frequent foreign business trips (there were 45 in two years) and the origin of his assets, estimated at around $2 million.

Violations in the handling of medical equipment and consumables were identified at the SRIHSOT. The equipment for cardiac surgery in the building where the fire occurred was in poor condition and covered with construction dust, raising doubts about its functionality and safety. Despite allocated funds, the president's directive to enhance the resuscitation unit with ultrasound and echocardiography machines has not been fulfilled.

The Minister noted an increase in clinical cases where patients operated on by the institute's director, Samidin Shabyraliev, returned with complications to private cardiac surgery clinics.

As a result of the meeting, both heads of the institutions decided to voluntarily resign from their positions due to the identified violations and their non-compliance with their roles. The Minister emphasized that candidates for the vacant positions will be proposed from among young but experienced specialists, including those who have worked abroad.
