Kyrgyzstan: Personnel Changes from December 22 to 26

Over the past week, a number of significant personnel changes took place in Kyrgyzstan.

Kanybek Dosmambetov appointed Minister of Health


Since the beginning of December, he has been performing the duties of the Minister of Health, replacing Erkin Checheybaev.

The deputies of the Jogorku Kenesh unanimously supported his candidacy, with 71 deputies voting for him and none against.

The appointment decree was signed by President Sadyr Japarov.

Kanybek Dosmambetov was born on January 20, 1979, and received a legal education at the Kyrgyz State National University.

He began his career in law enforcement agencies and later held various positions in national security structures, including Deputy Director of the Anti-Corruption Service of the GKNB. In 2021, he was transferred to the GKNB as part of personnel rotation.

Gulzat Isamatova appointed Acting Minister of Science, Higher Education, and Innovations


After a series of questions from parliamentarians, her candidacy was supported by 77 deputies, with one against.

Gulzat Isamatova was born on April 21, 1983, and prior to her appointment, she served as the Vice-Rector for International Relations and Investments at the Kusein Karasaev Bishkek State University.

It is worth noting that Bakhtiyar Orozov was dismissed from the position of Minister of Science due to a violation of ethical norms when he was detained by traffic police inspectors in the village of Koy-Tash.

Temirkul Baltabaev appointed Director of the Department of State Buildings under the Presidential Administration


Temirkul Baltabaev, born on March 10, 1990, previously headed the board of the State Mortgage Company and worked as the head of the state enterprise "Kyrgyzstroyservice".

Changes in the Bishkek City Council: new deputies


Kuvanychbek Kongantiev and Zhanibek Abirov resigned from their positions in the Bishkek City Council as they joined the new Jogorku Kenesh.

Replacement: Bekzat Mamyrkanov will take Kuvanychbek Kongantiev's place, while Aibek Dunkanaev will replace Zhanibek Abirov.

Shukur Azhy Ismailov appointed Deputy Mufti of Kyrgyzstan


Shukur Azhy Ismailov holds higher secular and religious education, as well as experience working in religious and educational institutions. He is a Doctor of Philosophy (PhD) in legal sciences and a candidate of historical sciences.

His experience includes serving as Deputy Director of the Islamic Institute of Hazreti Osmon, leading departments and faculties in Islamic and secular educational institutions, as well as heading a research institute and the religious education department of the DUMK.
