- The Cabinet of Ministers of the Kyrgyz Republic has canceled the resolution dated June 19, 2017, No. 389, which defined the procedure for obtaining and using international grant and technical assistance.

This decision was recorded in the new Cabinet resolution No. 43, adopted on January 30, 2026.

The regulatory act will come into effect 10 days after its official publication.

The old provision has lost its force, and it established the following rules:

PROVISION

on the procedure for attracting and using international grant and technical assistance in the Kyrgyz Republic

1. General provisions

1. This Provision defines the procedure for attracting and using international grant and technical assistance received in the Kyrgyz Republic from donors (hereinafter referred to as the Provision).

2. The Provision applies to executive authorities and local self-governments subordinate to the Government of the Kyrgyz Republic.

3. The following terms are used in this Provision:

- international grant and technical assistance - types of assistance provided free of charge to the Kyrgyz Republic by donors to support social and economic transformations, including conducting research, training, technology transfer, and organizing events;

- donors - foreign states, international organizations, and their representations that provide international grant and technical assistance;

- executive agencies - state bodies and local authorities of the Kyrgyz Republic that directly receive and use international grant and technical assistance.

4. The purpose of this Provision is to improve the coordination and effective use of international grant and technical assistance.

5. The main tasks of the Provision:

- creation of a mechanism for coordinating the attraction and use of international assistance;

- increasing efficiency and focusing assistance on achieving state programs;

- systematization of the process of attracting and monitoring projects;

- establishing a procedure for project registration;

- ensuring transparency in attracting and using international assistance.

6. The Provision does not apply to projects related to state investments, emergency humanitarian assistance, and assistance aimed at ensuring national security.

2. Mechanism for coordinating assistance

7. The coordination of the process of attracting and using international assistance is carried out by the Ministry of Economy of the Kyrgyz Republic, which is the authorized body.

8. The authorized body participates in negotiations with donors regarding the attraction of international assistance.

9. Executive agencies may approach donors only with the consent of the authorized body.

10. When submitting project proposals, executive agencies must provide information about previously implemented projects.

11. The authorized body reviews project proposals within ten working days and issues a conclusion on the feasibility of their implementation.

12. The conclusion is made based on criteria such as the project's alignment with development priorities and its sustainability.

13. After signing an agreement with the donor, the project is subject to state registration.

14. If the project is not deemed feasible, the applicant may correct the remarks and resubmit the application within 30 days.

3. Procedure for state registration

15. State registration of projects is carried out by the authorized body.

16. For registration, projects must provide certain documents, including an application, a feasibility conclusion, a project passport, and an agreement with the donor.

17. The authorized body reviews the documents within 10 working days and makes a decision on registration.

18. A registration number is assigned to the project, and a register is maintained, accessible on the official website.

19. Registration is confirmed by a certificate issued by the authorized body.

20. In the absence of necessary documents, registration may be denied.

4. Monitoring and reporting

21. Executive agencies must provide information on the progress of project implementation quarterly.

22. The final report on results must be submitted to the authorized body within three months after project completion.

23. Results of previous projects are taken into account when evaluating new proposals.

24. Final reports must be published on official websites.

25. The authorized body may request additional information on the progress of project implementation.

26. Based on the collected information, the authorized body will develop recommendations to improve efficiency.

27. It is important that at least once a year, information about the projects is presented to the Coordination Council.

28. If problems arise, the decision on further project implementation is made by the Coordination Council.
