The audit was conducted by the territorial division of the Accounts Chamber for Bishkek, Chui, and Talas regions. During the inspection, the execution of the city budget, the activities of the mayor's office and related structures, as well as municipal enterprises for the period from January 1 to December 31, 2024, were analyzed.
Of the total amount of violations, 9 million 767.8 thousand soms are subject to recovery, of which 2 million 110.8 thousand soms have already been returned to the budget during the audit.
The main violations are related to the overestimation of the cost and volume of construction and installation works, which amounted to 5 million 455.5 thousand soms. Violations in the accounting of accounts receivable were also identified, amounting to 4 million 36.1 thousand soms, of which 2 million 43.8 thousand soms have already been recovered.
In addition, excessive expenditures on salaries and other payments were noted, amounting to 562.7 thousand soms, as well as violations in the collection of debts and mandatory payments, as well as errors in the accounting of fixed assets and financial assets.
In certain cases, materials have been forwarded to law enforcement agencies.
In particular, this concerns the conclusion of contracts for the purchase of three units of factory equipment and attractions for a total of 134 million 318.1 thousand soms, which were conducted without adhering to the established legal procedures. There were also instances of unjustified advance payments amounting to $958.9 thousand made by the municipal property management of the Talas mayor's office in transactions with Chinese companies.
Based on the results of the audit, directives were sent to the municipality of Talas and its structural divisions, demanding the rectification of the identified violations.
