On January 30, 2026, a meeting of business representatives with government authorities took place, organized at the initiative of President Sadyr Japarov. This was reported by Sergey Ponomarev, president of the Association of Markets, Trade Enterprises, and Services, in an interview with Tazabek.

Attending the event were Bishkek Mayor Aybek Junushaliev, Minister of Construction Nurdin Oruntaev, and other representatives of the municipality, indicating the importance of the issues discussed.

During the meeting, participants addressed the problems raised at the previous meeting with the president, which took place on January 23. The main focus was on developing a methodology for the purchase of land plots in accordance with Article 10 of KR Law No. 150, adopted on July 18, 2025, which regulates the introduction of the Land Code of the Kyrgyz Republic.

Article 10

1. Legal entities and individuals must purchase municipal land plots that were allocated for the construction of apartment buildings before the introduction of the Land Code within 5 years after the building is put into operation. In this case, the rights to the plot will be transferred to the common shared ownership of the residents of the apartment building. The purchase is carried out through direct sale in accordance with the approved Methodology for calculating the cost.

The methodology, which takes into account the date of commissioning, must be approved by the city council.

2. To ensure compliance with the obligations for purchasing the land plot, legal entities and individuals are required to provide collateral to the local government. The amount of the collateral is proportional to the cost of the purchased plot and may be reduced based on the payments made for the purchase. The conditions and procedure for determining the collateral are also established by the city council.

Sergey Ponomarev emphasized that the land was originally leased to construction companies for a period of 49 years during the moratorium on privatization. Builders invested significant funds in the development of infrastructure, including roads and utilities, on plots that were not accounted for in the cost of their projects.

With the adoption of the new law, a problem arose: companies that received land in 2010-2012 must purchase it at the price established from the moment the buildings were put into operation, which led to a significant increase in land prices. This could threaten the bankruptcy of many companies, especially those that have already completed their main activities.

The business community proposed to reconsider the calculation of the purchase price, starting from the moment of lease, rather than from the commissioning date. The president listened to these proposals, and the city mayor supported them. As a result, it was decided to amend the law.

“Today we sent a letter to the Jogorku Kenesh with proposals for amendments, while the methodology is being coordinated at the municipal level and with the Bishkek city council,” he noted.

Upon completion of these processes, it is planned to address three key issues:

- social: many co-investors cannot register their apartments, as the mayor's office does not issue the necessary certificates;

- budgetary: after registration, people will be able to start paying property taxes;

- sectoral: the construction industry will remain viable and continue to contribute to GDP growth in 2026 and subsequent years.

Thus, the solution to the problem lies in the need to amend the law and adopt a fair purchase methodology as a regulatory act of the Bishkek city council.

Background:

On January 23, President of the Kyrgyz Republic Sadyr Japarov held a meeting with leaders of major construction companies and representatives of government authorities and the Bishkek city administration. About 30 representatives from construction companies and business associations participated in the event. Topics discussed included the purchase of leased land plots, new gasification rules, tariffs for Bishkekvodokanal services, and the mechanism for revoking construction permits.
