The city of Naryn has been transferred 223.7 hectares of land previously allocated to the University of Central Asia.

The Cabinet of Ministers of the Kyrgyz Republic has decided to transfer several land plots to the municipal ownership of the Naryn city mayor's office. This resolution, titled "On the Transfer of Land Plots to the Municipal Ownership of the Naryn City Mayor's Office in the Naryn Region," was signed by the Prime Minister Adylbek Kasymaliev on December 12, 2025.

The document states that the transfer of land is carried out to address social and economic issues, provide housing for the local population, and ensure more efficient use of land resources. This decision was made based on the resolution of the extraordinary XVII session of the Naryn City Council dated October 30, 2025, as well as other legislative acts, including the Procedure for the Transfer of State Property to Municipal Ownership, approved on July 23, 2024.

In accordance with this resolution, the State Agency for Land Resources, Cadastre, Geodesy, and Cartography, in cooperation with the University of Central Asia, is to transfer to the municipal ownership of the Naryn mayor's office a plot of land measuring 223.78 hectares, which was previously used by the University on a perpetual basis.

Furthermore, amendments have been made to the government resolution dated July 2, 2004, regarding the allocation of a land plot for the construction of a student campus for the University of Central Asia. In particular, the conditions for granting 40 hectares of this area for permanent use by the university for the construction of necessary facilities have been changed.

The Cabinet of Ministers recommended that the Naryn city mayor's office take the following steps:
1) accept the land plot into municipal ownership,
2) carry out its state re-registration,
3) refrain from alienating the plot and use it for its intended purpose.

The deputies of the Naryn City Council also approved the acceptance of this plot into municipal ownership, aimed at expanding the territorial structure of the city and addressing social issues related to housing provision. Out of a total area of 263.78 hectares, the mayor's office will receive 223.78 hectares, leaving 40 hectares for the use of the University of Central Asia.

Representatives of the presidential representative office in the Naryn region participated in the discussion of this topic, holding meetings with the chairman of the board of trustees of the University and the rector. Various aspects were discussed, including the need to address the shortage of land plots for housing construction and the possibility of returning plots that were not utilized by the university.

The government resolution of 2004, signed by then Prime Minister Nikolai Tanaev, outlines the main goals and conditions for providing a land plot for the construction of the university campus, which includes educational buildings, housing for students and faculty, as well as areas for recreation and scientific research.
