Zelensky, Macron, and Starmer Signed a Declaration on Guarantees for Kyiv and the Deployment of Troops in Ukraine After the Conflict Ends

During the "coalition of willing" summit in Paris, French President Emmanuel Macron, British Prime Minister Keir Starmer, and Ukrainian President Volodymyr Zelensky signed an agreement on the deployment of peacekeeping forces in Ukraine.

Also present at the event were special representatives of the U.S. President — Steve Witkoff and Jared Kushner, who signed the "Paris Declaration," confirming the intention to provide Ukraine with security guarantees.

Delegates from approximately 30 countries participated in the summit, including Polish Prime Minister Donald Tusk, European Commission President Ursula von der Leyen, and NATO Secretary General Mark Rutte.

This meeting occurred shortly after negotiations between U.S. President Donald Trump and Ukrainian President Volodymyr Zelensky, which took place at Trump's residence in Mar-a-Lago, Florida, at the end of December.

At that meeting, a plan to cease hostilities in Ukraine was discussed, which has been repeatedly modified during various international summits.

After the negotiations in Florida, participants reported that a number of issues regarding the provision of security guarantees to Ukraine from the U.S. had been agreed upon, but the main obstacle remained Russia's demands for the withdrawal of Ukrainian troops from certain areas of the Donetsk region.

Zelensky noted that approximately 90% of the peace plan has been achieved, but the greatest number of disagreements is related to territorial issues.

The key outcome of the summit was the "Paris Declaration," the text of which was published on the website of the Élysée Palace.

Additionally, France, the United Kingdom, and Ukraine signed a trilateral declaration in which Paris and London confirmed their readiness to send their troops to Ukraine in the event of a cessation of war.

Keir Starmer, the Prime Minister of the United Kingdom, explained that this document creates a legal basis for the actions of British, French, and partner forces on Ukrainian territory.

"[These forces] will ensure the security of Ukrainian skies and seas, as well as assist in the restoration of the Ukrainian armed forces for the future," Starmer noted. He also added that after the ceasefire, Britain and France would create "military hubs" in Ukraine for storing weapons and military equipment to support Ukraine's defense needs.

Russian authorities have repeatedly expressed their position against the presence of foreign troops in Ukraine, viewing it as a threat to their security.

Leaders' Comments at the Press Conference

During the press conference, summit participants characterized this event as an important step toward peace.

The presidents of Ukraine and France, the Prime Minister of the United Kingdom, the Chancellor of Germany, and Trump's special representatives Steve Witkoff and Jared Kushner took the stage.

Macron, speaking at the summit, emphasized the necessity of providing Ukraine with legally binding security guarantees with U.S. support. "This must ensure that a peace agreement does not lead to new threats for Ukraine," he stated, recalling past instances of Russia violating peace agreements with Georgia, Moldova, and Ukraine.

Zelensky acknowledged that the issue of territories is the main obstacle to a ceasefire and requires further work. He added that Ukraine is ready to sign security guarantee agreements with the U.S., but there are still unresolved issues. "The most important problems are related to territorial issues," noted the President of Ukraine.

Steve Witkoff, Trump's special representative, confirmed that the U.S. President seeks peace in Ukraine, stating that his task is to "be mediators in the peace process." "We believe that the main security protocols are almost complete, so that Ukrainians know: when the conflict ends, it will end forever," he added.
