In an evening address to the nation on January 2, Ukrainian President Volodymyr Zelensky announced possible personnel changes in the government. He noted that Mykhailo Fedorov, the Minister of Digital Transformation, may take the position of Minister of Defense, replacing Denys Shmyhal, as reported by Deutsche Welle.

Zelensky emphasized that Fedorov demonstrates excellent results in the field of digitalization and is actively developing the "drone line." The president expressed hope that Fedorov would be able to implement the necessary changes in the army and enhance its technological capabilities. At the same time, Denys Shmyhal will not leave the team but will receive another important area of work to ensure the country's stability.

Mykhailo Fedorov, born in 1991 in the Zaporizhzhia region, will become the youngest Minister of Defense in Ukraine's history if appointed. During Zelensky's presidential campaign in 2019, he oversaw digital initiatives and became a non-staff advisor to the president after the inauguration. In the same year, Fedorov was elected to the Verkhovna Rada from the Servant of the People party.

Since August 2019, he has held the position of Vice Prime Minister and Minister of Digital Transformation, and from 2023 to 2025, he worked as Vice Prime Minister and Minister for Innovation, Education, Science, and Technology Development. On July 16, 2025, he was appointed First Vice Prime Minister and Minister of Digital Transformation in the government of Yulia Svyrydenko.

A key project for Fedorov has been the launch of the "Diia" state services platform, which provides a wide range of government services in an online format.
