- Volgograd was subjected to nighttime attacks by Ukrainian drones, resulting in about 20 explosions and the destruction of around ten drones.
- On December 25, Ukrainian forces struck the Novoshakhtinsk Oil Refinery in Russia's Rostov region using Storm Shadow cruise missiles.
- On Christmas Eve, an attack on energy infrastructure occurred in five regions of Ukraine. According to local authorities, electricity and hot water have been partially cut off in Kharkiv, and there are also electricity supply restrictions in Odesa.

- Russian President Vladimir Putin is considering a U.S. proposal to create a joint Russian-American project for mining at the Zaporizhzhia Nuclear Power Plant, reports "Kommersant." Discussions are also underway regarding electricity supplies to Ukraine.
- The first meeting of the working group of the Verkhovna Rada of Ukraine to prepare for elections and referendums under martial law and after the end of the war is scheduled for Friday, December 26.
