President of Ukraine Volodymyr Zelensky announced 20 points of a peace plan discussed with a delegation from the USA during recent negotiations.
As reported by "Strana.ua," the president highlighted the key conditions included in this plan:
Confirmation of Ukraine's sovereignty.
A non-aggression agreement between Russia and Ukraine, as well as monitoring along the line of contact.
Security guarantees for Ukraine.
The number of the Armed Forces of Ukraine should be 800,000 in peacetime.
The USA, NATO, and Europe will provide Ukraine with security guarantees similar to Article 5 of the North Atlantic Alliance, including a military response to a possible Russian invasion and the restoration of sanctions.
Russia will enshrine a policy of non-aggression towards Ukraine and Europe in its legislation.
Establishment of timelines for Ukraine's accession to the EU (Kyiv intends to fix a date).
Creation of a global development package for Ukraine, which will be formalized in a separate investment agreement.
Formation of several funds to address recovery issues with the aim of attracting $800 billion.
Accelerating the process of signing a free trade agreement with the USA.
Ensuring a non-nuclear status for Ukraine.
Determining the status of the Zaporizhzhia Nuclear Power Plant.
The obligation of Ukraine and Russia to implement educational programs in schools aimed at developing understanding and tolerance towards different cultures, as well as overcoming racism and bias.
Status of occupied territories.
Binding conditions for Russia and Ukraine not to alter agreements by force.
Russia must not hinder Ukraine's use of the Dnieper River and the Black Sea for commercial purposes; the Kinburn Spit should be demilitarized.
Exchange of prisoners based on the principle of "all for all," as well as the return of civilians, children, and political prisoners.
It is necessary to hold elections in Ukraine as soon as possible after the signing of the agreement.
The legal binding of the agreement, with compliance monitored by a Council of Peace under the leadership of Donald Trump.
A complete ceasefire will take effect immediately after the parties agree to the document.
According to Zelensky, a compromise was reached only on some points, while disagreements arose on two key issues:
- Regarding the Zaporizhzhia Nuclear Power Plant, the USA proposed joint management of the plant by Ukraine, the USA, and Russia with dividend distribution based on the formula "33% to 33% to 33%," with Americans being the main managers. In turn, Ukraine proposed joint operation of the plant with the USA on a "50-50" basis, also demanding the demilitarization of the nuclear power plant, Enerhodar, and the Kakhovka Hydroelectric Power Plant.
- The issue of territories became the most complex. One option involves the withdrawal of Russian troops from Dnipropetrovsk, Mykolaiv, Sumy, and Kharkiv regions, but the current situation remains in Donetsk, Luhansk, Zaporizhzhia, and Kherson regions. Moscow insists on the withdrawal of Ukraine from the Donetsk region, while the USA offers a compromise in the form of a free economic zone. If the parties cannot agree on the formula "we stand where we stand," then the free economic zone can only be introduced through a referendum.
In addition to the basic plan, additional directions are being discussed:
- A trilateral document (Ukraine, USA, and Europe) on security guarantees;
- Two-sided security guarantees from the USA for Ukraine;
- A roadmap for Ukraine's prosperity, developed with the USA, including recovery and economic development plans until 2040.
