According to information published in The Wall Street Journal, the United States has offered Ukraine new security guarantees as part of efforts to advance peace negotiations. American officials stated that the US is ready to protect Ukraine from potential attacks by Russia. Their proposal also includes support for European security measures, although details of Washington's involvement have not yet been disclosed.

This statement was made on the second day of meetings in Berlin, and Russian authorities are likely to attempt to contest it. If these new proposals are accepted, it could eliminate one of the main obstacles for Kyiv in signing a peace agreement with Moscow.
German Chancellor Friedrich Merz commented: "The US proposals at the negotiations in Berlin regarding legal and material guarantees are truly impressive. This is an important step forward, which I welcome."
According to Axios, "90%" of issues between the US and Ukraine have already been resolved, although some topics require further technical discussions.
An American official mentioned that negotiations at the working group level might take place in the US this weekend, possibly in Miami, where military specialists will be "working with maps."
One US representative noted that both Ukrainian and European participants were surprised by how far the American side is willing to go on security issues and suggested that Russia might agree to the proposed terms.
Among supporters of former President Trump, including Senator Lindsey Graham, there are calls for the White House to bring the security guarantee package to a vote in the Senate. Such approval would send a powerful signal of US support for Kyiv, regardless of who holds the presidency.
Graham noted in an interview that if a security agreement is reached that supports Ukraine and prevents a new conflict, it will receive broad support in the Senate. "If Ukraine and Europe are for it, then I think the majority of Democrats will support it. And if Trump is for it, then the majority of Republicans will too," he added.
However, Graham clarified that such a vote would not necessarily mean the creation of a full-fledged international treaty with Ukraine.
He explained: "This will be legislative approval from Congress that will outlast Trump." American officials told The Guardian that they hope for Russia's agreement to the deal with Ukraine over the upcoming weekend. According to US representatives, it is also expected that Russia will agree to Ukraine's accession to the European Union, with "90%" of disagreements already resolved. However, the final decision on territorial issues, as emphasized in the US, will depend on Ukraine.
