Kyrgyzstan: Personnel Changes from December 28 to January 2

Over the past week, significant personnel changes have occurred in the Kyrgyz Republic.

Temirbek Erkinov has been appointed as the Deputy Minister of Health.


He replaces Nurgul Adnaeva, who held the position since April 2025.

Temirbek Erkinov will be responsible for issues related to digitalization in the healthcare system.

Previously, he served as an assistant to Akylbek Japarov and headed the Hungarian-Kyrgyz Development Fund. He was also the honorary consul of Bangladesh in Kyrgyzstan. In May 2023, Temirbek Erkinov came under investigation in Bishkek on suspicion of corruption, but was released two weeks later.

Ayaz Bayetov has received an extension of his powers as Deputy Chairman of the Cabinet of Ministers.


He will now coordinate and ensure interaction between government bodies to enhance efficiency and reduce bureaucracy in public administration. His powers as Deputy Chairman of the Cabinet of Ministers have been extended until July 1, 2026.

Recall that in March 2025, Ayaz Bayetov was appointed Director of the National Institute for Strategic Initiatives (NISI) and simultaneously received the status of Deputy Chairman of the Cabinet of Ministers until October 1 of this year. NISI is responsible for coordinating reforms in public administration and the operational implementation of changes. In connection with his new appointment, Ayaz Bayetov has been relieved of his position as director of the institute.

Shumkarbek Adilbek uulu has been appointed Director of NISI.


Previously, this position was held by Ayaz Bayetov.

Shumkarbek Adilbek uulu was born on February 19, 1986, and is a graduate of the Bishkek Financial and Economic Academy. His career includes roles as an assistant to a deputy of the Jogorku Kenesh, director of the Agency for Promotion and Protection of Investments of the Kyrgyz Republic, and deputy director at NISI.

Ruslan Rakhimov has been appointed Rector of the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic.


Previously, he held teaching and administrative positions at the American University of Central Asia, worked at the National Academy of Sciences of Kyrgyzstan, and collaborated with foreign scientific and research institutions.

Kaldarbek Marup uulu has become the artistic director of the Osh Philharmonic.


He will work with a three-month probationary period.

Kaldarbek Marup uulu, born in 1997, graduated from the Faculty of Arts of Osh State University and began his career in 2019 at the Osh Philharmonic, where he worked as a musician, arranger, and conductor. He is also the founder and producer of the folk-pop group Aalam and actively participates in various festivals.
