Financial violations detected amounting to 1,768.7 million soms


The Accounts Chamber of the Kyrgyz Republic has completed an audit regarding compliance with the conditions for the execution of the state budget, as well as the economic activities of the Ministry of Transport and Communications and its structural subdivisions for the year 2024. This information was announced by the press service of the agency.

During the audit, financial violations were identified, with a total amount reaching 2,251.5 million soms. Of this amount, 2,081.1 million soms are subject to recovery, and during the audit, 1,668.4 million soms were managed to be reimbursed. The majority of the recovered funds, specifically 1,667.2 million soms, were settled through accounting, while 1.2 million soms returned to the budget in cash. These results, on one hand, demonstrate the effectiveness of the audit conducted, and on the other hand, highlight the need to rectify the identified violations.



Most violations are related to non-compliance with legislation in the area of recognition, accounting, and depreciation of fixed assets. The amount of these violations totaled 1,768.7 million soms and arose, among other reasons, due to delays in the capitalization of costs, including capital repairs. This creates a risk of distorting the actual value of assets and reduces the accuracy of financial reporting.

Additionally, auditors noted insufficient measures for the collection of payments, penalties, and fines, which led to violations amounting to 245.6 million soms. Despite the fact that, according to contractual terms, contractors were fined for non-fulfillment of obligations and delays, the lack of control exacerbates the problem.



Excessive expenses on salaries and other monetary rewards for employees amounting to 150.2 million soms were also identified, which occurred as a result of incorrect application of regulatory acts and internal provisions.



Serious violations in the use of budget funds for capital investments and construction works amounting to 61.1 million soms were also identified. In particular, for a number of projects, the volumes of construction and installation works were unjustifiably inflated by 22.6 million soms, while defects in the completed works amounted to 38.4 million soms.

Auditors also discovered procedural violations in the area of public procurement, as well as problems with the formation and approval of the list of investment projects financed from the republican budget, which raises the need to enhance accountability for strategic decisions affecting the development of the sector.



As a result of the audit, written instructions and recommendations were sent to the authorities and audit subjects for correcting the identified deficiencies, full compensation for damages, and preventing similar situations in the future. It was also indicated that the identified facts should be assessed from a legal standpoint, and the issue of holding accountable those responsible should be resolved in the established manner.
