Chamber of Accounts: Some employees of the Antimonopoly Service received bonuses several times a month

The audit revealed violations in the agency's operations



The Chamber of Accounts of the Kyrgyz Republic conducted an audit which showed that there were violations in the use of budget funds in the Antimonopoly Regulation Service, which is under the Ministry of Economy and Commerce.

The audit results revealed the following issues:

- Despite the existence of goals for improving the material and technical base in regulatory documents, the funds from the Development Fund were used extremely inefficiently. In 2023, only 378.2 thousand soms were allocated for these purposes, which accounted for 1.33% of all expenditures, and in 2024 — 410 thousand soms (0.81%). At the same time, a significant portion of the funds was directed towards bonuses and social payments to employees. According to the collective agreement, various incentives are provided for holidays; however, the audit showed that some employees received bonuses several times a month.

- Violations were also identified in accounting and internal control.

When writing off fixed assets amounting to 1.5 million soms, the procedures for documentation were not followed, and there were no necessary documents confirming technical expertise, disposal, and sale.

- Violations concerning the law of the Kyrgyz Republic "On Public Procurement" were also identified during the procurement of fuel and lubricants.

- The audit revealed ineffective spending of 1.7 million soms of budget funds on renting premises in the regions without taking measures for the gratuitous acquisition of state properties.

Based on the audit results, the Chamber of Accounts issued recommendations for correcting the identified violations.
