The Audit Chamber identified violations in the budget expenditures of the Antimonopoly Service

- The Audit Chamber has completed its review of the budget execution of the Antimonopoly Regulation Service. Information about this has been posted on the official website of the institution.

During the audit, it became known that, despite the existence of legislative norms aimed at strengthening the material and technical base, the funds from the Development and Material Support Fund were used ineffectively.

“In 2023, only 378.2 thousand soms were allocated for this area, which accounts for just 1.33% of all expenditures, and in 2024 this amount increased to 410 thousand soms (0.81%). The majority of the allocated funds went to employee incentives and social payments. The collective agreement provides for various bonuses and payments for holidays and commemorative dates. During the audit, cases were found where individual employees received bonuses multiple times within a single month,” the agency reports.

Additionally, violations were found in the area of accounting and internal controls.

“When writing off fixed assets amounting to 1.5 million soms, the procedures for document processing were violated, and the necessary acts of technical expertise, disposal, and sale were absent,” the report states.

Violations were also identified in the procurement of fuel and lubricants, which contradict the requirements of the KR Law “On Public Procurement.”

The audit revealed ineffective spending of budget funds amounting to 1.7 million soms allocated for renting premises in the regions. At the same time, no actions were taken to obtain state premises free of charge.

According to the audit results, the Audit Chamber of the KR provided recommendations aimed at addressing the identified violations in the financial and antimonopoly sectors, improving the efficiency of budget use, and strengthening financial discipline.
