The Audit Chamber identified violations in the registration of grant projects amounting to 10.9 billion soms for the years 2022–2024

- The report of the Audit Chamber describes the results of the audit conducted regarding the execution of the budget of the Ministry of Economy and Commerce and related institutions for the period from January 1, 2022, to December 31, 2024.

The audit revealed significant violations in the attraction and use of international grant and technical assistance.

According to the information, only 13 ministries and 6 agencies are involved in the implementation of grant projects. Three state bodies, including the Agency for the Control of Production and Circulation of Ethyl Alcohol and Alcohol Products, the Agency for Vehicle Registration and Driver Licensing, and the Agency for Deposit Protection, did not implement any projects.

During the audit period, the Ministry reviewed 233 project applications, of which 167 were approved.

In the registry of international grant and technical assistance, 120 projects are registered for a total amount of 25.2 billion soms:

- In 2022 — 21 projects for 1.6 billion soms;

- In 2023 — 37 projects for 8.5 billion soms;

- In 2024 — 62 projects for 15.1 billion soms.

The number of registered projects increased threefold (from 21 to 62). The largest number of projects was with the Ministry of Internal Affairs — 16 (25.8%) and the Ministry of Emergency Situations of the Kyrgyz Republic — 12 (19.3%).

During the audit, violations were identified: in 2022 and 2023, 22 projects were registered for a total of 5.7 million soms based on protocols from the Presidential Administration without a conclusion from the authorized body on feasibility.

In 2024, similar violations were recorded: 66.7% of the Ministry of Emergency Situations projects (8 out of 12) were registered after the end of their implementation period, and 68.7% of the Ministry of Internal Affairs projects (11 out of 16) were implemented without complying with established requirements.

By the end of 2024, 128 international projects were implemented for a total of 33,955.3 million soms, of which only 76 projects were registered for a total amount of 23 billion 52.4 million soms, while 52 projects for a total of 10 billion 902.9 million soms remained unregistered.

Of the unregistered projects, 40.4% (21 projects) belong to the Ministry of Water Resources, Agriculture, and Processing Industry, while 21% belong to the Ministry of Emergency Situations and the Ministry of Health.

- Executive agencies violated paragraphs 9, 11, and 13 of the Regulation approved by Government Resolution No. 389 dated June 19, 2017, by implementing projects without a prior feasibility conclusion and registration.
