The President canceled all decrees on the pilot administrative-territorial reform

The President of the Kyrgyz Republic, Sadyr Japarov, has signed a new decree that annuls a number of previously adopted decisions related to the pilot administrative-territorial reform.

According to this document, the actions of decrees issued from 2022 to 2024 are terminated. These decrees concerned the implementation of the reform in a pilot format at the level of rural districts and cities across the country. The decree that provided for the temporary subordination of district and regional divisions of various ministries and agencies to local state administrations is also canceled.

The document states that this decision was made based on Articles 70 and 71 of the Constitution of the Kyrgyz Republic.

The decree is subject to official publication and will come into effect on January 1, 2026.
