The audit conducted by the Audit Chamber revealed significant violations in the work of the Ministry of Culture, Information and Tourism of the Kyrgyz Republic and its institutions.
The audit covered the period from January 1 to December 31, 2024, during which aspects of budget execution were analyzed.
The results of the audit showed that internal control over compliance with financial discipline was insufficiently effective. This led to multiple violations related to legislation and established procedures.
In particular, significant problems were identified in the areas of payroll calculations, organization of public procurement, and accounting for material assets.
Furthermore, procedural violations occurred during public procurement and contract signing, including advance payments exceeding 10% of the contract amount, as well as procurements carried out without proper monitoring.
The audit also identified financial and procedural shortcomings regarding payroll expenses, travel expenses, use of state property, as well as accounting and financial reporting. In some cases, there were instances of unjustified inflation of costs and volumes of construction and installation work performed.
The results of the audit were discussed at a meeting of the Audit Chamber Council, where recommendations and directives were given aimed at improving the level of financial discipline, eliminating violations, and ensuring effective use of budgetary funds.
