During a meeting of the relevant committee of the Jogorku Kenesh, Energy Minister Talaybek Ibraev voiced the position of the President of Kyrgyzstan, who opposed the introduction of new requirements for energy storage systems in renewable energy projects.

The proposed changes included mandatory conditions for localizing the production of equipment, including suppliers and service operators in the state registry, as well as creating service infrastructure in the country.

Ibraev pointed out that such requirements could negatively impact the investment attractiveness of the renewable energy sector. He emphasized that strict restrictions could significantly reduce the number of potential investors and equipment suppliers.

“Currently, there are no factories in Kyrgyzstan producing such equipment, and there are also no accredited service operators for servicing energy storage systems. Furthermore, the relevant state registry has not yet been established,” the minister noted.

He also added that activities related to the supply, storage, and servicing of energy storage systems do not fall under the category of natural monopolies. The introduction of mandatory registration in the state registry could lead to an artificial market limitation, Ibraev concluded.

As a result, the committee decided to support the president's opinion and send the draft law "On Amendments to the Law of the Kyrgyz Republic on Renewable Energy Sources" for further revision.
