According to the investigation, a group of "droppers," located in Kyrgyzstan, was involved in activating accounts on popular messaging apps such as WhatsApp, Telegram, and Lalafo through local mobile operators. They also found citizens whom they convinced to sell their bank cards.
The accounts and cards were then passed on to international fraudsters via Telegram, who used them to conduct phishing schemes aimed at stealing money from citizens.
The fraudsters posed as employees of the SCNS, the National Bank, and other government institutions. They accused their victims of having connections with terrorist organizations and threatened them with criminal prosecution for financing terrorism. They also sent fake letters with accusations on behalf of the SCNS, using counterfeit letterheads and signatures.
As a result of the operation, the following suspects were detained:
- A.B.N., born on 19.02.2008. Detained for two months in VTK-14;
- A.E.K., born on 09.07.2006. Placed in SIZO-1 for two months;
- R.Sh.K., born on 22.05.1999. Has previous convictions under Article 204 ("Fraud") of the Criminal Code of the Kyrgyz Republic, placed in SCNS SIZO for two months;
- Zh.K.R., born on 12.11.2001. Previously convicted under Article 201 ("Robbery"), Article 209 ("Fraud"), Article 200 ("Theft") of the Criminal Code of the Kyrgyz Republic, among others. Placed in SCNS SIZO for two months;
- T.B.Sh., born on 12.02.2009. Released under parental responsibility;
- A.u.S., born on 30.04.2004. Has a conviction for murder and has been involved in fraud. Placed in SCNS SIZO for two months;
- A.A.A., born on 24.09.2008. Released under parental responsibility;
- K.I., born on 18.07.2009. Released under parental responsibility;
- Dzh.S.A., born on 01.06.1996. Placed in SIZO-1 for two months.
Currently, investigative actions are ongoing, and other participants in the criminal scheme are being identified.
