Illegal extraction of sand and gravel mix discovered in the Chu River in Kemin: Homes in a potential flood zone

In the Kemin district, on the southern side of the village of Altymysh, illegal activities for the extraction of sand and gravel mixture have been discovered in the riverbed of the Chu River.

This information was conveyed to a Turmush correspondent by the press service of the presidential representative in the Chuy region.

During the inspection, it was found that the work was being carried out on an area significantly exceeding the permitted norms: instead of the 0.10 hectares for which a permit was issued, extraction was actually taking place over an area of about 4 hectares.

Additionally, it was established that the contractor lacked the necessary documents to carry out the work. Although the subsoil user referred to an agreement for the cleaning of the reservoir before the locks of OJSC "Chakan HPP," this facility is located 800 meters from the work site, and the agreement itself does not grant the right to extract sand and gravel mixture and cannot serve as a basis for riverbed development.

The conclusion of the Ministry of Emergency Situations confirmed that the work violated the riverbed of the Chu River, and the absence of permits creates a risk of emergencies.

Aerial surveillance showed that the width of the riverbed in this section is about 200 meters. More than two-thirds of the riverbed is blocked by an artificial dam, which has caused a change in the direction of the current and increased hydraulic pressure on the opposite bank, leading to bottom erosion.

Residential houses, household plots, and a neighboring cemetery are located in the potential flood zone. The depth of the excavation in the riverbed reached 3–4 meters, exceeding the permissible limit of 2 meters established by legislation.

According to the legislation of the Kyrgyz Republic, the extraction of sand and gravel mixture in riverbeds is permitted solely for cleaning purposes and on an area not exceeding 0.10 hectares, provided there is an approved technical project and positive expert conclusions. These conditions were not met in this area.

To prevent possible emergencies, the presidential representative in the Chuy region, Azamat Osmonov, instructed to conduct a joint inspection with the akim of the Kemin district and take measures to bring activities in line with the law, as well as ensure the safe passage of floodwaters.

The materials regarding this situation have been forwarded to law enforcement agencies for further legal assessment," the statement said.
