Temporary Ban on Importing Fruit Seedlings Introduced in Kyrgyzstan

An important decision regarding a temporary ban on the import of seedlings of fruit crop varieties has been made by the Cabinet of Ministers of Kyrgyzstan.

According to this resolution, starting from March 1, 2026, the import of seedlings will be prohibited for a period of six months, except for those varieties listed in the appendix to the document.

This step is aimed at improving agricultural production and enhancing food security through more stringent control over imported planting products.

It is important to note that this ban does not affect goods coming from the customs territory of the Eurasian Economic Union countries and moved within the framework of mutual trade in accordance with the EAEU Treaty and the Union Customs Code.

Furthermore, the restrictions do not apply to the transit of seedlings through the territory of Kyrgyzstan.

The Ministry of Economy and Commerce has been instructed to notify the Committee on Safeguard Measures of the World Trade Organization and the Eurasian Economic Commission about the introduction of this temporary restriction.

Additionally, the Ministry of Foreign Affairs must inform the Executive Committee of the CIS within three days after the document comes into force.

The State Customs Service and the Ministry of Water Resources, Agriculture, and Processing Industry have been tasked with taking measures to prevent the illegal import of seedlings not included in the approved list.

At the same time, the Cabinet's resolution from July 2, 2024, No. 346 on the temporary restriction of seedling imports has been revoked.

This resolution will come into effect on March 1, 2026.
