At the meeting of the Committee of the Jogorku Kenesh dedicated to finance, budget, entrepreneurship, and competition development, which took place on March 2, 2026, Deputy Mahabat Mavlyanova raised the issue of the problems faced by entrepreneurs when exporting seedlings.
She noted that drivers at the border with Kazakhstan had to unload all the seedlings and then reload them into their vehicles. The deputy expressed dissatisfaction that the EEC is not taking action to protect the rights of entrepreneurs.
“It seems that no one intends to protect our entrepreneurs who are exporting their products,” Mavlyanova stated.
In response, Deputy Minister of Economy and Commerce Sultan Akhmatov assured that the Ministry of Economy is actively defending the rights of entrepreneurs. He added, “Recently, there was a case where a vehicle with cargo was stopped, and the Ministry of Economy sent a letter to the EEC regarding the barriers that arose.”
Mavlyanova also emphasized that entrepreneurs do not know where to turn with the problems they encounter. Akhmatov recommended contacting the Ministry of Economy or calling the hotline in such situations.
The meeting also discussed a draft protocol to amend the Agreement concerning criminal and administrative liability for violations of customs legislation, which was signed on July 5, 2010, and is currently in the approval stage.
