According to this document, the process of implementation in the field of nuclear energy will be divided into three key stages:
1. Scientific Research (until November 30, 2026)
The main goal of this stage is to analyze the potential of nuclear energy and its significance for ensuring stable and low-carbon energy supply.
As part of this stage, a comprehensive study in the field of nuclear energy is planned, including the exploration of the possibility of implementing small modular reactors. The study will cover aspects of safety, resilience to climate and seismic threats, as well as the development of recommendations for the nuclear energy development concept, taking into account public opinion.
As a result, it is expected to form scientifically grounded recommendations for the nuclear energy development concept and determine further steps for promoting this sector.
- Implementers: Ministry of Energy, Ministry of Natural Resources, and National Academy of Sciences.
- Funding: funds from the republican budget and development partners.
2. Assessment according to IAEA methodology (until October 30, 2026)
At this stage, a national assessment of Kyrgyzstan's readiness for the implementation of nuclear energy is planned, following the 19 directions of the IAEA methodology. It is scheduled to begin work on assessing the level of readiness and developing a detailed action plan in this area.
- Implementers: Ministry of Energy, Ministry of Natural Resources, National Academy of Sciences, and Ministry of Emergency Situations.
- Funding: funds from the republican budget and development partners.
3. Establishment of an Educational Center (until November 30, 2026)
The establishment of an educational center for training specialists in the field of nuclear energy with the involvement of international experts is planned. A curriculum will also be developed and approved, and the necessary infrastructure will begin to be created.
- Implementers: Ministry of Energy and Ministry of Science, Higher Education, and Innovations.
- Funding: budget funds, partner investments, and private contributions.
