The Road Fund expenses for 2026 are projected at 7.9 billion soms

As of 2026, expenditures from the Road Fund are planned to amount to 7.9 billion soms, according to data published by the Ministry of Finance.

Compared to the approved budget for 2025, this represents an increase of 79.1%, equivalent to 3.5 billion soms.

In 2024, the actual expenditures of the fund amounted to 5 billion soms.

The legislation establishing the Road Fund was adopted on May 30, 2022. According to this law, the income part of the fund is formed from 17 different sources. Funding is directed towards:

1) design, construction, maintenance, repair, and reconstruction of public roads;

2) procurement of materials for the construction, repair, and maintenance of roads (including bitumen, gravel), as well as fuels and lubricants for these purposes.

17 sources of income for the Road Fund

Funding for the Road Fund is provided from the following sources:

1) allocations from the republican budget for the design, construction, reconstruction, repair, and maintenance of public roads;

2) at least 50% of the excise tax on gasoline, diesel fuel, light and medium distillates, liquefied hydrocarbon gas (LPG), as well as motor oils;

3) fees for vehicle registration;

4) fees for the use of public roads by heavy and indivisible cargo;

5) fees for weighing and measuring the parameters of vehicles;

6) fees for crossing artificial structures on public roads;

7) fees for the passage of freight transport and buses on public roads;

8) funds for compensating damage to roads from vehicles carrying heavy and oversized cargo;

9) fines for exceeding the established weight and dimensional parameters of vehicles;

10) fees for leasing land plots in the road right-of-way;

11) foreign investments and grants;

12) non-repayable contributions from individuals and legal entities for road needs, including voluntary donations;

13) funds from public-private partnership projects in the field of roads;

14) funds from state duties on licenses and permits in the field of road and water transport;

15) monetary funds from fines and compensations related to violations of state contract conditions;

16) funds contributed by participants in competitions or auctions for the conclusion of state contracts;

17) fees for the repair, maintenance, and construction of roads.
