EAEU Simplifies the Procedure for Confirming Non-Preferential Origin of Goods

- The Council of the Eurasian Economic Commission has made changes to the rules regarding the determination of non-preferential origin of goods imported into the EAEU.

One of the main innovations is the introduction of the possibility to use certificates previously intended to confirm tariff preferences for the confirmation of non-preferential origin of goods.

This option will be available if the "preferential" certificate is issued based on criteria confirming the necessary depth of processing of goods in accordance with the Union's rules.

"The decision taken is aimed at simplifying customs clearance processes and, first of all, will reduce the number of documents required for import operations when supplying from countries with which the Union has free trade agreements," noted EEC Minister for Trade Andrey Slepnev.

According to the updated rules, the use of certificates of origin indicating any of the EAEU states or the Union itself as the country of destination is allowed, regardless of which of the five countries the final recipient of the goods is located in.

This option will significantly simplify customs clearance if there is a change of consignee during the delivery of a batch of goods from third countries to the EAEU.
