This decision will be in effect for one year. The reason cited was the regular issuance (more than three cases per year) of certificates with significant violations.
“Among the products for which problematic certificates were issued are: children's construction sets, toy cars, mechanical toys, plastic figures, board games, children's clothing and footwear, hats, and ATVs. In some cases, exceedances of phenol and formaldehyde levels were recorded,” the Rosakkreditatsiya reported.
The validity of all certificates from the following organizations has been suspended:
LLC "Certification Center 'Muras'" (reg. number KG417/KCA.OSP.046);
LLC "Certification and Testing Center" (reg. number KG417/KCA.OSP.026);
LLC "Expert-Line" (reg. number KG417/KCA.OSP.053).
In 2025, these organizations issued more than 15.5 thousand certificates for Russian companies.
“This decision is part of efforts to combat violations in the certification process. It aims to strengthen trust in the conformity assessment system within the EAEU, protect honest entrepreneurs and consumers, and encourage all Union countries to improve quality standards,” commented Deputy Minister of Economic Development of the Russian Federation Alexey Khersontsev.

Background
In June 2025, the Minister of Economic Development of Russia Maxim Reshetnikov reported a significant increase in the number of Kyrgyz certificates in the Russian market.
The agency noted the low quality of certificates issued by EAEU countries. The number of Kyrgyz certificates in the Russian market increased to 250 thousand in 2024.
The Ministry of Economy of Kyrgyzstan responded to the Russian side that such claims require monitoring and analysis of the work of accredited certification bodies.
Since November 30 2025, a government decree came into force in Russia granting state control (supervision) bodies and Rosakkreditatsiya the right to suspend certificates and declarations if the product does not meet mandatory safety requirements or if the necessary documents for issuing certificates are absent.
At the December meeting of the EAEU Intergovernmental Council in 2025, the state leaders of the Union countries also noted that the fight against unjustifiably issued certificates will continue.
