This register was created under the Technical Regulation of the Customs Union (EAEU) and includes organizations authorized to conduct conformity assessment of products sold in the territories of EAEU member states. They are involved in certification, declaration, testing, and inspection control.
The register includes various certification bodies, as well as testing laboratories and centers operating in the member states.
As of February 2026, the total number of registered organizations is 3078. Russia holds the leading position with 2025 organizations, followed by Belarus with 492, then Kazakhstan with 413, while Kyrgyzstan and Armenia occupy the last places with 92 and 56 organizations, respectively.

According to the EEC information as of February 19, 2026, there are no conformity assessment bodies in categories 1, 2, and 6 in Kyrgyzstan. Currently, the EAEU register includes 30 certification bodies in accordance with the EAEU TR, 41 testing laboratories, and 20 inspection bodies.

Certificates from Kyrgyzstan in Russia
On February 16, Russia suspended the actions of certificates from three accreditation bodies from Kyrgyzstan. The reason for this, according to statements from the Federal Accreditation Service of the Russian Federation, was the repeated issuance of certificates with serious violations.
The following organizations were affected by the FAS decision:
LLC "Certification Center 'Muras'" (reg. number KG417/KCA.OCP.046);
LLC "Certification and Testing Center" (reg. number KG417/KCA.OCP.026);
LLC "Expert-Line" (reg. number KG417/KCA.OCP.053).
Russia against "gray certificates"
In June 2025, the Minister of Economic Development of Russia Maxim Reshetnikov stated that the number of Kyrgyz certificates in the Russian market was increasing.
The ministry noted that some certificates from EAEU countries have "unsatisfactory quality." In 2024, the number of Kyrgyz certificates in the Russian market reached 250 thousand.
The Ministry of Economy of Kyrgyzstan responded to the Russian side that such statements require thorough verification and assessment of the work of accredited certification bodies.
As of November 30 2025, a new government decree came into force in Russia, which empowers state control bodies and Rosakkreditsiya to suspend the actions of certificates and declarations on its territory if the products do not comply with the safety requirements of the EAEU technical regulations or if the necessary documents for their registration are absent.
At the meeting of the Intergovernmental Council of the EAEU in December 2025, the heads of government of the member states confirmed that they would continue the fight against unjustified certificates within the EAEU.
