According to the resolution, ministries, various state bodies, the offices of the authorized representatives of the president in the regions, as well as other institutions, except for the National Bank and the Social Fund (with consent), are instructed to:
1) annually allocate 1% of the annual budget and special funds of central offices for conducting scientific research, experimental design, and project survey work;
2) take necessary measures arising from this resolution.
This resolution comes into force 7 days after its official publication.

REGULATION
on the procedure for forming proposals for conducting scientific research in state bodies of the Kyrgyz Republic
According to the Law of the Kyrgyz Republic "On State Procurement." In this context, scientific research is considered a service according to the specified Law.
4. The purpose of scientific research is to ensure the scientific justification of decisions made by the state body within the framework of its core activities.
5. This regulation does not apply to scientific research related to the protection of state secrets, which is regulated by other legislation of the Kyrgyz Republic. It also does not pertain to the formation of scientific research by state order, which is regulated by the Law of the Kyrgyz Republic "On Science."

10. The collection of proposals is conducted for current issues related to the activities of the state body.
The proposals must include the following documents:
1) initial materials for preparing documentation according to Article 12 of the Law of the Kyrgyz Republic "On State Procurement";
2) the concept of scientific research.
11. The concept of scientific research must contain:
1) the goal and objectives, relevance and feasibility of the work (with reference to the national and/or state program);
2) analysis of global trends in this area and assessment of the novelty of the work;
3) assessment of the necessary resources for conducting scientific research;
4) expectations from the scientific research and forecast of results, including environmental and social aspects;
5) a calendar plan for the scientific research;
6) proposals on organizational and financial issues related to the implementation of the scientific research.
12. The Scientific and Technical Council (STC) reviews the proposals and submits its decisions to the head of the state body within 3 weeks.
13. The decision of the STC must contain:
1) the feasibility of the scientific research funded by the state body;
2) the originality of the scientific research;
3) compliance with national and/or state programs.
14. The head of the state body makes the decision to conduct state procurement on the selected topics of scientific research.
15. Procedures for selected topics are conducted in accordance with the Law of the Kyrgyz Republic "On State Procurement."
16. The performer of the scientific research can be either a legal entity or an individual chosen according to established procedures.
17. Performers of scientific research can be organizations of any form of ownership.
18. The performer must have the necessary equipment for conducting scientific research and have specialists with higher education; having a scientific degree is an advantage.
19. Performers may involve scientific and scientific-technical workers, including foreigners, in accordance with the labor legislation of the Kyrgyz Republic.
20. If necessary, the state body may provide the performer with the necessary equipment.
21. The performer has the right to purchase everything necessary for conducting scientific research.
22. The performer is obliged to submit interim reports every 6 months, and an annual report at the end of the year, as well as a final report upon completion of the scientific research.
Reports must comply with the interstate standard GOST 7.32-2017.
23. The evaluation of the results of scientific research is carried out by the STC according to the criteria specified in Chapter 4 of this Regulation.
The norms of the specified Law apply according to the Law of the Kyrgyz Republic "On State Procurement."

MODEL REGULATION
on the Scientific and Technical Council of the state body of the Kyrgyz Republic
According to the Constitution and other regulatory acts of the Kyrgyz Republic.
Chapter 2. Main tasks and functions of the STC
4. The main tasks of the STC are to support state policy in the field of science and coordinate the conduct of scientific research in the relevant area.
5. The functions of the STC include:
- implementation of scientific and technical and innovative policy, including the development of proposals on state priorities;
- determination of priority areas for scientific research;
- control over the implementation of scientific research and assessment of their scientific value;
- analysis of target programs and preparation of recommendations for financing scientific research;
- informational and analytical support and interaction with business and educational institutions;
- control over the provision of scientific and technical support for the science system.
6. The main principles of the STC's work include transparency, collegiality, and scientific justification of decisions.
Chapter 3. Rights and duties of the STC
7. The STC has the right to:
- make proposals on issues within its competence;
- request information from the heads of structural divisions;
- involve specialists and scientists for its work;
- create temporary working groups to solve specific tasks.
Chapter 4. Procedure for forming the STC
8. The composition of the STC is formed from among scientists and specialists, as well as representatives of state bodies and business.
9. Candidates for the STC must have a scientific degree and experience in the scientific field.
10. The STC meets as necessary, but no less than twice a year.
11. The chairperson of the STC organizes meetings, determines the agenda, and monitors the implementation of decisions.
12. Members of the STC have the right to make comments and suggestions on the issues under consideration.
13. Decisions of the STC are made by open voting and are formalized in protocols.
Chapter 6. Final provisions
14. The STC is responsible for the justification of its decisions and keeps the minutes of meetings according to the legislation.
15. Based on this Model Regulation, provisions for the STC of a specific state body may be developed.
16. The termination of the STC's activities is carried out by the decision of the state body.
