EABR Allocates $14.15 Million Loan and $1.24 Million Grant for the Construction of Two Overpass Bridges in Osh

- On February 18, 2026, the Cabinet of Ministers issued decree No. 85-r, which approved the conclusion of a Financing Agreement with the Eurasian Development Bank (EDB) for the project "Improvement of Roads in the City of Osh."

This agreement includes the construction of two elevated bridges and a road section 3.2 km long, with the signing taking place on December 29, 2025, in Bishkek.

The responsibility for the implementation of this agreement is assigned to the Ministry of Transport and Communications of the Kyrgyz Republic. The Cabinet's conclusion will be sent to the Jogorku Kenesh for the necessary ratification procedures.

According to the terms of the agreement, the EDB will provide a loan of $14.15 million and a grant of $1.24 million. The loan will be issued for 15 years with a 5-year grace period and an interest rate of 1.2%. The Cabinet of Ministers of the Kyrgyz Republic will also contribute co-financing of $3.92 million. The total cost of the project will amount to $19.31 million.

As part of the project, it is planned to construct two elevated bridges, an overpass over A. Masaliev and V. Lenin streets, as well as a bridge over the Ak-Buura River, including the widening of streets to 4–6 lanes with a median strip.

The implementation of this project will reduce the traffic load on the main streets of the city by up to 50% and will provide convenient access from the Bishkek—Osh highway to the central and western districts of Osh, including the new central market.

The Cabinet's conclusion states that the ratification of this agreement will not lead to negative consequences in social, legal, environmental, and other areas.
