- On February 21, 2026, the Cabinet of Ministers issued Order No. 101-r, which approved the conclusion of Exchange Notes between the Government of Kyrgyzstan and Japan, as well as the Grant Agreement with the Japan International Cooperation Agency (JICA). The project concerns the "Reconstruction (construction) of a bridge over the Naryn River on the Bishkek—Osh highway to improve transport connectivity with the Trans-Caspian International Transport Route."

The signing of the agreements took place on December 12, 2025, in Bishkek. The Ministry of Transport and Communications has been designated as responsible for the implementation of these Exchange Notes and the Grant Agreement. The conclusion will be presented to the Jogorku Kenesh of the Kyrgyz Republic.

According to the document, the project includes the construction of a new bridge 210 meters long over the Naryn River.

The construction is planned in the Toktogul district of the Jalal-Abad region at the 315th kilometer of the Bishkek—Osh highway, where the old bridge, built in 1964, will be replaced, as it has nearly lost its load-bearing capacity.

Under the terms of the Grant Agreement, Japan allocates a grant of 3 billion 190 million Japanese yen (equivalent to 20 million 400.9 thousand dollars at the current exchange rate).

The Cabinet of Ministers also provided for co-financing in the amount of 113.2 thousand US dollars (9.9 million soms at the exchange rate of the National Bank of the Kyrgyz Republic at the time of conclusion).

The document states that the ratification of the Exchange Notes and the Grant Agreement will not require additional expenditures from the republican budget, other than the already agreed co-financing, and will not lead to negative socio-economic consequences.

"Reconstruction (construction) of a bridge over the Naryn River on the Bishkek – Osh highway to improve connectivity with the Trans-Caspian International Transport Route," signed on December 12, 2025, in Bishkek.

The Exchange Notes between the Cabinet of Ministers of the Kyrgyz Republic and the Government of Japan for the project "Reconstruction (construction) of a bridge over the Naryn River on the Bishkek – Osh highway to improve connectivity with the Trans-Caspian International Transport Route" and the Grant Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Japan International Cooperation Agency (JICA) for the project "Reconstruction (construction) of a bridge over the Naryn River on the Bishkek – Osh highway to improve connectivity with the Trans-Caspian International Transport Route" were signed on December 12, 2025, in Bishkek.

The above-mentioned Exchange Notes and Grant Agreement are in general compliance with the norms of the Constitution of the Kyrgyz Republic and do not contradict the norms of international treaties that have entered into force in accordance with the legislation of the Kyrgyz Republic.

Furthermore, in accordance with Articles 11 and 12 of the Law of the Kyrgyz Republic "On International Treaties of the Kyrgyz Republic," the Exchange Notes between the Cabinet of Ministers of the Kyrgyz Republic and the Government of Japan for the project "Reconstruction (construction) of a bridge over the Naryn River on the Bishkek – Osh highway to improve connectivity with the Trans-Caspian International Transport Route" (hereinafter referred to as the Exchange Notes) and the Grant Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Japan International Cooperation Agency (JICA) for the project "Reconstruction (construction) of a bridge over the Naryn River on the Bishkek – Osh highway to improve connectivity with the Trans-Caspian International Transport Route" (hereinafter referred to as the Grant Agreement) were agreed upon with the relevant committees of the Jogorku Kenesh of the Kyrgyz Republic: the Committee on Finance, Budget, Entrepreneurship and Competition Development, the Committee on Industrial Policy, Transport, Fuel and Energy Complex, Architecture and Construction, the Committee on International Affairs, Defense, Security and Migration, as well as with the ministries and agencies of the Kyrgyz Republic. These Exchange Notes and Grant Agreement were approved by the order of the Cabinet of Ministers of the Kyrgyz Republic dated December 10, 2025, No. 1091-t.

The Grant Agreement provides for the reconstruction (construction) of a modern bridge 210 meters long over the Naryn River to significantly improve transport communication and ensure uninterrupted traffic on the Bishkek – Osh highway, which will increase the capacity of the road, reduce travel time for freight and passenger transport, and strengthen the connectivity of the region with the Trans-Caspian International Transport Route, contributing to the development of international trade and economic integration in Central Asia.

The construction of the bridge will take place in the Toktogul district of the Jalal-Abad region at the 315th kilometer of the Bishkek – Osh highway. The construction of the new modern bridge, as provided for in the project, will replace the old bridge built in 1964 according to the standards of that period. To date, the old bridge has practically lost its load-bearing capacity.

In this regard, in order to timely prevent emergency consequences, there is an urgent need to take appropriate measures to construct an alternative new bridge over the Naryn River, which, along with the aforementioned, will also contribute to climate change adaptation by reducing climate risks, as the new, more disaster-resilient bridge will be able to maintain the functionality of the main highway connecting the north and south of the country, as well as strengthen the connectivity of the region with the Trans-Caspian International Transport Route, contributing to the development of international trade and economic integration in Central Asia.

Under the terms of the Grant Agreement, the Government of Japan provides the Cabinet of Ministers of the Kyrgyz Republic with a grant of 3,190,000,000 (three billion one hundred ninety million) Japanese yen in accordance with Japanese legislation within the framework of the Exchange Notes and Grant Agreement.

In accordance with the obligations under the Exchange Notes and Grant Agreement, this project provides for co-financing from the Cabinet of Ministers of the Kyrgyz Republic from the republican budget in the amount of 113,202 (one hundred thirteen thousand two hundred two) US dollars, which is equivalent to 9,899,515 (nine million eight hundred ninety-nine thousand five hundred fifteen) soms at the current exchange rate of the National Bank of the Kyrgyz Republic.

The ratification of the Exchange Notes and Grant Agreement will not require additional financial expenditures from the republican budget, other than those agreed upon with the Ministry of Finance of the Kyrgyz Republic in accordance with the obligations under the Exchange Notes and Grant Agreement.

The ratification of the Exchange Notes and Grant Agreement will not entail any negative social, economic, legal, human rights, gender, environmental, or corruption-related consequences and does not require public hearings.
